Suffice it to note that there is a communication between the Addl. Chief Secretary, PWD department and Chief Engineer, Communications and Buildings about financial bid for the renovation of NGO building situated in Cubbon Park. The petitioner claiming himself to be the President of Officers and Employees Association, Animal Husbandry Department has questioned the said internal communication. In my view, the petitioner has no locus to question the same. Hence, I decline to exercise power under Writ jurisdiction. The Writ Petition is liable to be dismissed. 5.
