The present Writ Petition is filed seeking the following prayer: “pleased to issue an appropriate writ, order or direction more particularly one in the nature of Writ of Mandamus declaring the action of the respondents in not paying the approved bills for an amount of Rs.6,47,29,437/- (in words Six Crore Forty Seven Lakh Twenty Nine Thousand Four Hundred and Thirty Seven Rupees only) to the petitioner in respect of Agreement vide No:19/CE/APSHCL/Kaikaluru Levelling/ ELR/ 2023-24, Dt.27.06.2023, in relation to the execution of work - for Filling of Low Lying Lands (House Site Lavout ID No.064801LA 04506, Plot No1 to 1205 total extent of 30.50 Acrs in RS No. 3, 237 to 247, 248/1B, 248/2, 261 to 264, 265/3, 265/4 and 266-12A in Kaikaluru Village and Mandal of Eluru District, Est value: Rs.661.00 lakhs, in spite of approval of final bills, as illegal, arbitrary, malafidy, against to the principles of natural justice, contrary to law and in violation of Article 14, 21 and 19(g) of the Constitution of India and consequently direct the respondents to pay the approved bill amount Rs.6,47,29,437/- (in words Six Crore Forty Seven Lakh Twenty Nine Thousand Four Hundred and Thirty Seven Rupees only) for the said work to the petitioner forthwith in the interest of justice and to pass” 3. He has also submitted 4 the Written Instructions furnished by the General Manager (Admin), APSHCL, dated 14.08.2025. Copy of it is supplied to the learned Counsel for the Petitioner and the same is taken on record. 4. Learned Counsel for the Petitioner, on Instructions, submits that the payments have been made in this Writ Petition and no further consideration is necessary. 5.
