Zhotso, learned counsel for the petitioner. Also heard Ms. Pichana, learned Government Advocate for the State respondents. 2. By filing this petition, the petitioner has prayed for a direction to the respondent authorities to consider his case for regularization of service as a Work-Charged Plumber Helper under the Department of PWD (Housing), Division No. 1, Kohima, Nagaland, in terms of the Office Memorandum dated 17.03.2015 issued by the Chief Secretary to the Government of Nagaland. 3. The case of the petitioner, in brief, is that he was appointed as a Work-Charged Plumber Helper under the Department of PWD (Housing), Division No. 1, Kohima, Nagaland, vide order dated 30.08.1994 in the scale of pay of Rs. 800-18-890-20-1050-25-1475/- per month with effect from the date of joining duty. Accordingly, the petitioner joined his service and has been serving in the said capacity in the Department. 4. The case of the petitioner for regularization of his service was recommended by the Executive Engineer, PWD (Housing), Division No. 1, Kohima, vide letter dated 04.09.2023, when the petitioner had completed about 28 (twenty-eight) years of service as a Work-Charged Plumber Helper. However, the same Page No.# 3/4 has not been considered by the respondent authorities. The petitioner contends that he has now rendered more than 31 (thirty-one) years of continuous service as a Work-Charged Plumber Helper and, in terms of the Office Memorandum dated 17.03.2015 relating to the “Scheme for Regularization and Absorption of Work-Charged and Casual Employees and Revision of Pay/Wages,” he is entitled to be considered for regularization of his service. 5. Mr. K. Zhotso, learned counsel for the petitioner, submits that, as per Clause 1(ii) of the Office Memorandum dated 17.03.2015, Work-Charged and Casual Employees in scale pay who have completed or will complete 30 years of continuous service after 01.01.2015 are to have their cases for regularization considered subsequently in two batches, on 1st July and 1st January every year, on the same terms and conditions as provided in the Office Memorandum. Since the petitioner has completed 31 years of service, he is entitled for regularization of his service. 6. Ms. Pichana, learned Government Advocate, by placing on record a copy of the communication from the Engineer-in- Chief, NPWD, Nagaland, Kohima, dated 25.02.2026, addressed to the petitioner, submits that the regularization of service has been complied with in the 8th phase for employees who have completed 30 years of service and above, as per the compiled lists maintained by the Department. These lists will be sent to the State Government for consideration and the case of the petitioner for regularization is still under process. Page No.# 4/4 7. Having considered that the case of the petitioner for regularization of his service is under process by the State authorities in terms of the Office Memorandum dated 17.03.2015, and as agreed to by the learned counsel for the parties, I am of the view that no useful purpose would be served in keeping the matter pending. Accordingly, the writ petition is closed with the hope and expectation that the case of the petitioner for regularization will be considered expeditiously by the respondent authorities in accordance with the said Office Memorandum. 8.
