“...with respect to the land admeasuring an extent of Ac.4.00 Cents in D.No.176 of Sankaralingam Gudipadu Village BaHikuruva Mandal Bapatia District as illegal arbitrary unconstitutional violative of Article 14 21 300A of the Constitution of India Consequently direct the respondents herein to consider the representation of petitioner dt 19.05.2025 for mutation of petitioners name in revenue records issuance of Pattadar Passbooks Title Deeds with respect to the land admeasuring an extent of Ac 4.00 Cents in D.No. 176 of Sankaralingam Gudipadu Village BaHikuruva Mandal Bapatia District and to pass...” The learned counsel for the petitioner submits that the petitioner is the absolute owner and possessor of agricultural land admeasuring to an extent of Ac.4.00 Cents in D.No.176 of Sankaralingam, Gudipadu Village, BaHikuruva Mandal, Bapatia District, having purchased the subject property from one M.Bheemeswara Rao. The petitioner submitted representations
2. 3 % to the 4**^ respondent on 19.05.2025, requesting for the mutation of his name in the revenue records and for the issuance of a title '1 deed-cum-pattadar passbook. However, despite receiving the petitioner's mutation applications/representations dated 19.05.2025, the respondent authorities have neither considered the representation of the petitioner nor initiated any other proceedings in favor of the petitioner. Hence, the present writ petition. On the other hand, the learned Government Pleader for

Revenue, appearing for the respondents, furnished written instructions dated 20.06.2025, wherein, the relevant portion of the said instructions is extracted hereunder:
“...It is submitted that the
contentions and allegations of the petitioner are not correct. He has filed manual application on 19.05.2025 before the 4th respondent i.e., the Tahsildar, Ballikurava with a request to mutate his name for the land measuring an extent of Ac. 4.00 cents in Sy.No. 176 of Sankaralingam Gudipadu village in the Revenue records and webland and to issue pattadar pass book to him. He has filed this writ petition on 22.05.2025 i.e., after three days of filing of application before the Tahsildar, Ballikurava mandal. Hence, it is submitted
4 that the contention of the petitioner that he has approached the office of the respondent on several occasions requesting for mutation of his name is not correct. It is further submitted he has filed manual application Instead filing application through Mec- seva/AP onlineA/illage Secretariat. It is not correct to state that the online Form-VIA facility is not available in the vicinity or at office of the 4th respondent is false and baseless. The petitioner is at liberty to file his application for mutation of his name in the Revenue records and webland for the subject lands through Mee-seva/AP onlineA/illage Secretariat. It is submitted if the petitioner filed his application enquiry will be conducted under the provisions of A. P. Rights in Land and Pattadar pass Books Act, 1971 and rules framed there on from time to time and the applicant's name is mutated in the Revenue Records and webland and PPB & TD will be issued to him by following due process of law”. Considering the submissions made by the learned counsel for the petitioner and the learned Government Pleader for Revenue appearing for the respondents, and on perusal of the material available on record, this Court is of the considered opinion that the

5 present Writ Petition can be disposed of by directing the petitioner to submit an application in Form 6-A seeking for mutation of his name in the revenue records, within a period of three (03) weeks from the date of receipt of a copy of this order. On receipt of such application, the respondents are directed to consider the same and pass appropriate orders, after providing an opportunity of hearing to all the parties concerned, within a period of two (02) months, thereafter. With the above direction, the writ petition is disposed of. There shall be no order as to costs.
6. Consequently, Miscellaneous Petitions, if any, pending in the writ petition shall stand closed.
