2. respondent issued notification dated 28.05.2025 inviting applications for establishing new private Nursing educational institutions. Pursuant to the same the petitioner, for obtaining the application forms remitted requisite fee of Rs.20,000/- through online on 16.06.2025, being the last date for issuance of applications. The payment was received by the respondents on 16.06.2025

3. submits that the petitioner university has submitted the application in terms of the notification dated 28.05.2025 within the time specified, on 16.06.2025 which was the last date for issuance of the application forms. He argues that once the payment was received within the stipulated period, the respondents ought not to have refused to issue the application form. He further submits that the last date for submission of the application is 30.06.2025, prays for a direction to the respondents to issue the application form. On the other hand, the learned Assistant Government Pleader , for

Medical and Health appearing for the respondents contends that the payment was made on the last day i.e., 16.06.2025 at 06:43:26 PM after office working hours, and thus, the respondents have rightly refused to issue the application and petitioner is not entitled to any extension of time. Considered the submissions. It is not the case of the respondents that the petitioner made the payment after June, 16,2025, nor under the notification, any timings for 16.06.2025 have been specified.
Having regard to the submissions made, this Court deems it appropriate to dispose of the writ
5. petition with a direction to the respondents to issue the application form to the petitioner pursuant to the fee remitted by it vide Challan No.91086864652025 dated 16.06.2025. The respondents shall issue the application form forthwith
3 KM,J W.P.No.14972 of 2025 to the petitioner, to enable the petitioner to submit the same within the stipulated time, i.e., 30.06.2025. The Writ Petition is disposed of with the above observations. There
