A perusal of the Tender Notification reveals that for seeking Certificate from the Divisional Engineer, application has to made on or before 10.12.2025. 3. As it could be seen from the typed set of papers that the petitioner has made an application only on 12.12.2025. In view of the fact that the petitioner has approached the authority beyond the cut of date, as per the tender condition, this Court is not inclined to issue any Mandamus to direct the authorities to issue Field Inspection Certificate. 5. With the above said observation, this Writ Petition stands disposed of. It is open to the petitioner to avail appeal remedy.
