SOMASHEKAR, C.J.) 12.08.2025 Learned counsel for the petitioners, Mr. SP Thaongaolou and learned Government for the State, Mr. S. Nepolean are present before the Court physically. This writ petition has been initiated by the petitioners as in the nature of public interest litigation under Article 226 of the Constitution of India by urging various grounds and also seeking for intervention in respect of the prayers as being sought for in this PIL. The petitioners are the Village Chairman of 4 villages namely, Lakhamai, Keize, Thingba Khullen and Shajouba under Senapati District. General public of this villages do not have the resources or means to access to Court for ventilating their grievances and as such, the petitioners are filing this public interest litigation in the larger interest of the public, who are within the jurisdiction of the respondents. KABORAMBA M SANDEEP SINGH Digitally signed by KABORAMBAM SANDEEP SINGH Date: 2025.08.20 01:13:02 -07'00' Page | 2 Para 7 of the petition reveals as brief facts of the case and indicates that respondent No. 3 issued work orders for construction of 46 PHSCs in the Hill Districts of Manipur under NABARD Scheme, out of which 4 PHSCs were undertaken as in it is stated in detail therein, in a tabular form. In support of this contention, learned counsel for the petitioners have produced the copies of the work orders vide Annexure-A/1 (Colly). The relief No. 2 sought for in this proceeding is to issue a writ in the nature of Mandamus or any other appropriate writ or direction thereby, directing the respondents to complete the construction of PHSC and release the remaining fund for the 4 PHSCs within a stipulated time. Learned Government Advocate for the State in this matter submits that the status report dated 18.12.2024 has been already submitted regarding construction of 4 PHSCs at Senapati District under NABARD Scheme and the same has been revealed in the preceding order dated 07.04.2025 in this public interest litigation. In the meanwhile, the learned counsel for the petitioners, Mr. SP Thaongaolou fairly submits that this PIL proceeding may be closed. Keeping in view the aforesaid completion report submitted by the State in this matter and so also the fair submission which is made by the learned counsel for the petitioners are concerned, it is deemed appropriate that this public interest litigation may be closed. Accordingly, the present PIL is hereby disposed of. Page | 3 However, keeping in view the status in this matter, it is deemed appropriate that if any further report is required to be submitted, the same shall be submitted in the filing branch of the Registry and the same shall be placed in the concerned file.
