I submit that, the road connecting Moortheeswaram to Thadiampatty Village, is being maintained by Kayathar Block in Thoothukudi District as Moortheeswaram Village is situated in Thoothukudi District. The road code R141 also exists in Thoothukudi District. 7. I submit that the road was not laid newly, it was under public usage since 40 years, the worn out was renewed under TNRRIS scheme 2017-18, by DRDA, Thoothukudi District and flood affected roads was taken under “Gay; nts;s ghjpg;G epue;ju rhiy guhkhpg;G gzp” SDRF 2023-2024. The above facts were reported by Block Development Officer, Kayathar vide lr.No.A2/2766/2025 dated 16.10.2025 addressed to Block Development Officer (BP), Manur.” 2. In view of the above, it appears that contempt is not made out against the contemnors. Hence, the contempt petition is closed. However, the petitioner is directed to implead the District Collector as well as the Project Director, Thoothukudi District, as parties in the main writ petition.
