CORAM : THE CHIEF JUSTICE LISA GILL SRI JUSTICE NINALA JAYASURYA DATE : 24th June 2026 LISA GILL, CJ: This writ petition has been filed in public interest by petitioner alleging that illegal sand mining was being undertaken in river Paleru, Muppalla, Ponnaluru Mandal, Prakasam District.
2. Report dated 31.01.2026, has been submitted by respondent No.4 – District Collector, Ongole. It is stated therein that joint inspection of Muppalla reach was conducted on 16.10.2025 by technical staff of Mines and Geology

Department along with Tahsildar, Mandal Parishad Development Officer, Station House Officer, Ponnaluru Mandal, Village Revenue Officer, Muppalla and Secretary of Muppalla Grama Panchayat.
3. It is inter alia stated that some sand had been excavated and transported through Paidipadu. Certain preventive measures were suggested to stop illegal sand transportation and mining along the second route. Mandal Parishad Development Officer and Tahsildar of Ponnaluru Mandal were instructed to coordinate with Police Department and Secretariat staff to conduct periodic field inspections to prevent any illegal transportation of sand from the area.
4. Inspection report was prepared on 16.10.2025 during inspection of site, recording all observations. It is further stated in said report that an amount of Rs.1,30,000/- was collected as penalties qua tractors found transporting sand illegally from this area during June, 2025 to October, 2025 and it was duly remitted to Government exchequer.

It is further stated in the said report that a meeting of District Level Sand Committee was conducted on 21.10.2025 and vigilance squads/teams from different departments were formed to curb illegal sand excavation from Paleru river through Jarugumilli and Ponnaluru Mandals. It is stated that district administration is taking stringent action against illegal sand transportation and excavation and taking all measures to prevent the same.

Learned counsel for petitioner fairly states that after filing of this writ petition, there has been no illegal mining of sand.
7. Keeping the facts and circumstances as above, proceedings in this Writ Petition are closed with the observation and direction to official respondents to continue taking active steps to prevent illegal mining in the area and in case any such incidents of illegal mining are detected, stringent action be taken against the persons involved. No costs.
Pending miscellaneous applications, if any, shall stand closed.
