Krishnakumar, C.J. : [1] Mr. Ajoy Pebam, learned counsel, appears for the petitioners; Mr. W. Darakishwor, learned Sr. PCCG for CBI and Mr. H. Devendra, learned Deputy AG for the State respondents. [2] In so far no counter affidavit has been filed by the respondents. [3] Considering the fact that the petitioners have filed the instant writ petition as Public Interest Litigation and particularly, it is stated in the petition JOHN TELEN KOM Digitally signed by JOHN TELEN KOM Date: 2025.04.29 10:18:26 +05'30' 2 that the petitioners have no personal interest in the present Public Interest Litigation and that the petitioners are not guided by self-gain or for gain of any other person/institution/body and that there is no motive, other than of public interest in filing the writ petition. It is further stated that the petitioner No.2 is also a Social Worker who is now taking charge of the Secretary General of the Kangleipak Kanba Lup(KKL). In such circumstances, it is made clear that we are not going into the Locus standi of the petition which has been filed as Public Interest Litigation. [4] The learned counsel appearing for the petitioners would submit before this Court that the petitioners have made a representation dated 18.10.2024 with an allegations that 70(seventy) numbers of defective Dental Chairs supplied by the private respondent No.5 in collusion with private respondent No.6 and swindled the public money of Rs.11,371,500/-(Rupees one crore thirteen lakhs seventy-one thousand five hundred). Therefore, even though the prayer sought for by the petitioners is to investigate by the CBI, but no case has been registered by the authority in spite of representation has been made by the petitioners to the concerned authority by making the aforesaid allegations and the said representation dated 18.10.2024 is still pending. [5] Mr. H. Devendra, learned Deputy AG appearing for the State respondents would submit that if any such representation is pending, they are ready to consider the same and pass appropriate order. 3 [6] Upon considering the submissions made by the learned counsel appearing for the parties, we do not wish to go into the merit of case. Therefore, this Court is inclined to pass the following orders: (a) the Commissioner(Vigilance), Government of Manipur is directed to consider the representation dated 18.10.2024 and to take appropriate decision in accordance with law. (b) the said exercise shall be completed within a period of 12(twelve) weeks from the date of receipt of a copy of this order.
