Sri.Pawan Kumar.S., counsel on behalf of Sri.Madhusudhan.M.N., for the petitioner and Sri.Manjunatha Rayappa., AGA for the respondents have appeared in person.
2. The endorsement dated:23.03.2019 issued by the fourth respondent vide Annexure-H is called into question in this Writ Petition on several grounds as setout in the Memorandum of Writ Petition.
3. Counsel for the respective parties urged several contentions. Heard the arguments and perused the Writ papers with care.

4. The petitioner applied for registration under the Karnataka Private Medical Establishment physically. The District Health and Family Welfare Officer intimated the petitioner by issuance of an endorsement that he should submit his application through online. I find no grounds to quash the endorsement. The Writ Petition is devoid of merits and the same is liable to be dismissed.
