The petitioner had alleged violation of decision rendered in Deep Ram Vs. State of H.P. & Ors.2, wherein following operative directions were issued: - “14. Consequently, in view of the detailed discussion made herein above as well as law taken into consideration, this Court finds merit in the present petitions and accordingly the same are allowed with direction to the respondents to initiate acquisition proceedings within four weeks under the relevant statute vis¬à¬vis land of the petitioner and thereafter, just and fair compensation qua the same be awarded to them. Since petitioner has been fighting for his rightful claim for long, this Court hopes and trusts that authority concerned would do the needful expeditiously, preferably, within two months from today. In the aforesaid terms, 1 Whether reporters of the local papers may be allowed to see the judgment? yes 2 CWP No. 1962/2018 decided on 22.03.2024 present petitions are disposed of alongwith pending applications, if any.” 2. Several orders were passed in this contempt petition from time to time. On the last date of hearing i.e. 29.05.2025, following order was passed: - “Learned Deputy Advocate General has placed on record office instructions dated 27.05.2025 from the Executive Engineer, HPPWD Division Arki, which state that draft notification under Section 11 of the Act of 2013 has been sent to the concerned authorities on 19.05.2025. Learned Deputy Advocate General submits that the aforesaid notification shall be finalized within a week. At her request, list after two weeks.” 3. Pursuant thereto, learned Additional Advocate General has placed on record copy of an office instructions dated 17.06.2025 from the Executive Engineer, Arki Division, H.P. PWD, Arki to the effect that notification under Section 11 of the Act of 2013 has been issued on 30.05.2025 and further course of action shall be completed as per law within prescribed period of time. Copy of notification dated 30.05.2025 has also been appended with the said office instructions. 4. Taking note of office instructions dated 17.06.2025 and notification dated 30.05.2025, the present proceedings are closed. Notices issued to the respondents are discharged with hope and trust that necessary action in-law in terms of the decision rendered in Deep Ram2 shall be carried out by the respondents as expeditiously as possible with liberty reserved to the petitioner to seek appropriate remedy, in accordance with law, at an appropriate stage, in case necessity so presents itself in future.
