The matter is placed with mediation report dated 02.09.2025 with the undertaking that the petitioner will withdraw the writ petition. In terms of the undertaking report, the mediation proceeding is reproduced as:
“Settlement Agreement Imphal, the 2nd September, 2025
The present case has been listed for second session today i.e.
02.09.2025. The petitioner is duly represented by his counsel Shri N. Zequeson Singh and learned counsel has produced an authorization letter duly signed (dated 02.09.2025) by the petitioner (copy enclosed). The respondent authorities are duly represented by the competent authorities namely Shri R.A. Ransing, Deputy Secretary Works for respondent No. 1 and Shri M. Binoy Singh, Legal Officer, PWD, Manipur for respondent No. 2. That, the petitioners are not able to present physically due to old age and ill health as such in the said authorization letter issued to his counsel, the petitioner has specifically authorized to withdraw the present writ petition WP(C) No. 146 of 2015 (para No. 4 & 5). Thus, the present mediation is hereby settled as agreed to by both the parties.”

Writ petition is dismissed as withdrawn with liberty to file a fresh one, if so advised.
