Sri Abdul Rasheed, learned Assistant Government Pleader for Roads 4. and Buildings for Respondent Nos.1 and 2 has drawn the attention of this Court to paragraph Nos.5 and 6 of the Counter Affidavit filed by the Executive 'i 3 Engineer (R&B) Division, Madanapalle, which are usefully extracted hereunder: “5) It is submitted that the bill was received in this Division on 15-10-2024 immediately this office prepare final bill for Gross amount of Rs. 20,83,395- 00 after thorough check in all levels. After creation of Administrative sanction ID at HOD Level, creation of technical sanction ID and agreement ID in NIDHI Portal which was newly launched, the bill processed. It is further submitted that, letter was addressed to the Higher authorities to release the funds for making payment to the pending bills vide this office Lr No.Court case/Mtg Corenet/Supdt/2025- 26 dt:26/6/2025 letter under the Chief Engineer, SH, & MD APRDC, Vijayawada was released the budget of Rs. 170.00 Lakhsunder the HOA 3054-04-105-00- 13-270-272 OR SH in respect this division. 6) It is submitted that this office has passed the L.S 1st & final bill for a Gross amount of Rs. 20,83,395/- and Net amount Payable to the Contracting Agency for Rs. 18,53,603/- and Bill no 2025-9098700 submitted to APAO Chittoor and approved on 18/7/2025 and the bill are awaited for funds. was The above extract would indicate that the final bill has been prepared for a gross amount of Rs.20,83,395/- and the net amount payable to the Writ Petitioner is Rs.18,53,603/-, which is claimed by the Writ Petitioner. It is also stated that Bill No.2025-9098700 had been submitted to the Pay and Accounts Officer, Chittoor and the same was approved on 18.07.2025. In the light of the above, this Court deems it appropriate to allow the present Writ Petition with a direction to all the Respondents to complete the entire administrative process, both inter-departmental and intra-departmental. 5. 6. 4 by way of mutual cooperation and coordination, within a period of twelve (12) weeks from today and transfer the due amount to the bank account of the Writ Petitioner within four (04) weeks thereafter.
