Sarmah, the learned counsel appearing on behalf of the petitioner and Mr. B. Das, the learned Standing Counsel appearing on behalf of the respondent APDCL. 2. The petitioner herein is aggrieved by the notice dated 01.08.2025 issued by the Sub-Divisional Engineer, Moran Electrical Sub-Division, whereby the petitioner has been asked to submit the necessary documentation to be entitled to an electricity connection. 3. This Court specifically enquired with Mr. D. Sarmah, the learned counsel appearing on behalf of the petitioner, as to whether, the petitioner had responded to the said notice dated 01.08.2025. 4. Mr. D. Sarmah, the learned counsel appearing on behalf of the petitioner submitted that he has no instruction(s) in that regard. Page No.# 3/3 5. It is the opinion of this Court that without placing the necessary facts before the Respondent Authorities, the petitioner cannot be allowed to file a writ petition before this Court. 6. Taking into account the above, the learned counsel appearing on behalf of the petitioner submitted that in that view of the matter the petitioner instead of pursuing the instant proceedings, would be well advised to approach the Respondent Authorities by submitting a representation against the notice dated 01.08.2025. The learned counsel further submitted that in the event the petitioner remains aggrieved even thereafter, he may be permitted to approach this Court. 7. In view of the above, the instant writ petition stands closed on withdrawal. However, liberty is granted to the petitioner to approach the Respondent Authorities by submitting a representation against the notice dated 01.08.2025. 8. It is further observed that in the circumstance if the representation is duly submitted and the Respondent Authorities do not consider the representation, it shall be open to the petitioner to approach the appropriate forum.
