This writ petition has been filed with the following main prayers: "I. Issue a writ, order or direction in the nature of Certiorari quashing the impugned eligibility criteria contained in Clause 5 of the tender floated by the Respondent No. 1 for the supply of Fortified Rice Kernels (FRK) for the current financial year, to the extent that the same makes the Petitioner firm ineligible from participating in the tender process on the ground of having no prior experience, contained as Annexure-1 to the instant Writ Petition. II. Issue a writ, order or direction in the nature of Mandamus commanding the Respondent Authorities to allow the Petitioner, being a duly recognized startup, to participate in the tender process floated by the Respondent No. 1 for the supply of Fortified Rice Kernels (FRK) for the current financial year." 3. Upon considering the facts and circumstances of the case, this Court is not inclined to pass any order in favour of the petitioner.
