Heard learned counsel for petitioner and learned state counsel for opposite parties. 2. Petition has been filed seeking following prayer:- "i) Issue a writ, order or direction in the nature of Mandamus commanding and directing to the opposite parties to promote the petitioners in level-2 from level-1, w.e.f. the date of Onth Commissioner 2011-2019 batch Medical Officers level-1 who were promoted vide order dated 18/12/2017 and subsequently their number of junior medical officers level-1 seniority No. 14576 has been promoted from level 1 to level -2 issued by the Opposite Party No.1 ignoring the seniority position of the petitioner who was placed at seniority No. 14750KHA1413, 14453A34, 14494(A1) respectively." 3. Since petitioner's grievances would require consideration of factual aspects, liberty is granted to petitioner to make fresh individual representation before opposite party No. 2 i.e. Director General, Medical and Health Services, U.P. Swasthya Bhawan, Lucknow. In case such a representation is filed, the same is required to be decided within a period of eight weeks from the date a certified copy of this order is produced before the said authority. 4.
