This contempt petition has been filed for non-compliance with the order dated 25.10.2021 passed in WP(C) 5507/2021, wherein the claim of the petitioner for provincialisation along with another person was to be considered by the District Scrutiny Committee (DSC) of Golaghat district for Page No.# 2/2 provincialisation. Thereafter, the DSC was to pass a reasoned order by provincialising either the petitioner or the other person, whose name is Santanu Rajkhowa. This Court had issued notice on 31.10.2022 and the petitioner was to take steps for service of notice within a week. However, even though 2½ years have elapsed, no steps have been taken by the petitioner for service of notice upon the respondents.
