Heard learned counsel for petitioner and learned State counsel for opposite parties. 2. The present petition has been filed seeking the following main relief:- "(i). Issue a writ, order or direction in the nature of CERTIORARI thereby quashing the part of impugned promotion list dated 4.11.2025, so far as it relates only including the name of Dileep Kumar, Kuldeep Sen and Hemleta who are much junior to the petitioner, but deliberately the name of the petitioner has not been included in promotion list. Contained as ANNEXURE NO. 1." 3. Since consideration of petitioner's grievance would entail factual aspects, without entering into merits of the case, liberty is granted to petitioner to file a fresh representation before opposite party No.2 i.e. Chief Engineer, Irrigation Department Uttar Pradesh, Lucknow or any other competent authority. In case such a representation is filed, the same shall be decided within a period of six weeks from the date a certified copy of this order is produced before the said authority. 4.
