In that view of the matter, this court is of the considered view that unless and until the petitioner is able to show that the order of this court has been duly served to the respondents, this court is of the view that no contempt case is made out. Accordingly, the contempt case is hereby closed. However, liberty is given to the petitioner to approach this court again for filing a fresh contempt case against the responsible officers in case the petitioner is able to make out that the concerned authorities of the Government has wilfully and deliberately disobeyed the directions given by this court.
