The notification was issued in the year 2016. Now we are in the month of January 2025. It's been nine years. Due to efflux of time, the Notification has spent itself as of today. Hence, nothing survives for consideration in the Writ Petition. The Writ Petition is devoid of merits and is liable to be dismissed. 5. Resultantly, the Writ Petition is dismissed.
