Singh, CGC --------- 8/08.05.2025 The petitioners have prayed for direction upon the respondents to grant the following reliefs: (i) For a writ, order or direction upon the respondents for the disbursement of the honorarium under the National Child Labour Project (NCLP) Scheme and the guidelines framed thereunder for the period from October 2017 to March 2019 in the District-Sahibganj. (ii) For a writ, order or direction upon the respondents to strictly implement the File No. S-27022/57/1995-CL(Vol.-II) dated 01/10/2019 issued by Ministry of Labour and Employment (Child Labour Section), New Delhi regarding Approval for opening of 39 new STC under NCLP in Sahebganj. (iii) For an order directing for upon the respondents to inform the petitioner regarding their service in National Child Labour Project (NCLP) Scheme. (iv) For an order directing upon the Respondent to start the NCLP schools looking into the recommendation of the survey conducted by Respondent. 2. At the outset, learned counsel for the Petitioners submits that suffice it would be if this writ petition is treated as representation of the Petitioners and a direction be given to the concerned Respondent to pass a reasoned order within a stipulated period of time. 3. Learned counsel for the Respondents submits that since no counter-affidavit has been filed as such, Petitioners may be directed to file fresh representation before the concerned respondent so that their grievance can be redressed. 4. Having regard to the aforesaid submissions made by learned counsel for the rival parties, the instant writ 2025:JHHC:14908 4 application is hereby disposed of by directing the 3rd Respondent to treat this writ application as representation and take a decision with regard to the claim made by the Petitioners in accordance with law and applicable Rules and Regulations by passing a reasoned and speaking order within a period of 16 weeks from the date of receipt/production of a copy of this order. 5. It goes without saying that if the decision is taken in favour of the Petitioner/(s), the consequential benefits shall be extended to them within a further period of four weeks. Further, one of the petitioners shall serve the copy of this writ application to the 3rd Respondent as early as possible so that their grievance can be addressed soon. 6.
