HIGH COURT OF JUDICATURE AT ALLAHABAD LUCKNOW PUBLIC INTEREST LITIGATION (PIL) No. - 1288 of 2025 Chief Justice's Court HON'BLE ARUN BHANSALI, CHIEF JUSTICE HON'BLE JASPREET SINGH, J. 1. This petition, purportedly in public interest, has been filed by the petitioner-lawyer of this Court claiming himself to be a public spirited and socially conscious individual pursuing issues concerning transparency, accountability and integrity in the public institutions. 2. The prayer inter-alia made in the petition is to supersede the existing Committee of Management of the Lucknow University Primary Co- operative Bank Ltd. and to appoint an Administrator for ensuring proper transparent and lawful functioning as provided under Section 35 of the U.P. Cooperative Societies Act, 1965. 3. A perusal of the record indicates that 3 Directors of the Bank namely Ramvilas, Rajesh and Harilal Saroj apparently are against the Management in power and have been repeatedly making complaints against the management, based on which certain inquiries have been undertaken and certain orders by the Competent Authorities have been passed. 4. The petitioner, apparently based on the said complaints made by those 3 Directors, has taken up on himself to make complaints to the Authorities without indicating his locus in so far as the Society is concerned, purportedly in public interest. Versus Counsel for Petitioner(s) : Nirmit Srivastava, Aakchad Nath, Rama Shankar Singh Counsel for Respondent(s) : Parul, (A.C.S.C.) Mahendra Pratap Singh .....Petitioner(s) State of U.P. Thru. Addl. Chief Secy. Deptt. of Cooperative Lko. and 8 others .....Respondent(s) 5. The petition does not disclose as to from where the entire material has been obtained by the petitioner, which is not available in public domain, apparently, the petition has been filed at the behest of the said 3 Directors, who are dissatisfied with the working of the Society in question. 6. Filing of the petition, purportedly in public interest at the behest of someone else claiming the petitioner himself as a public spirited person, cannot be countenanced. 7. The petition is therefore dismissed. December 19, 2025 Asheesh/RK/- WPIL No. 1288 of 2025 2 (Jaspreet Singh,J.) (Arun Bhansali,CJ.)
