Petitioner is aggrieved by a Government Order whereby caste certificate of Scheduled Tribe is directed to be issued to persons of certain castes. Petitioner neither claims to be a Scheduled Tribe nor is affected by the impugned Government Order. The writ petition appears to have been filed in alleged public interest. Faced with the objection with regard to maintainability of the writ petition on the ground that petitioner is neither claiming status of Scheduled Tribe nor has any individual grievance and, therefore, his locus is suspect, learned counsel for the petitioner comes up with the prayer to withdraw the writ petition.
