The present petitioner's Name (Kailash Tanti) appears at serial no. 31 of the list appended with impugned letter vide memo no. 948 dated 30.10.2015. 3. The counter affidavit of the Circle Officer, Goradih, Bhagalpur is on record in which it has been recorded that Ghanshyam Razak and 42 others were issued notices as having been found to be encroachers to complete the process of handling over the possession of land.
