Mr. Pranjal Shukla, learned advocate appears on behalf of petitioner and submits, his client is a contractor. He executed work. He was paid. Subsequently, by impugned notice dated 4th March, 2025 respondent no.2 demanded recovery of Rs. 3,40,000/-. He seeks interference. 2. Mr. Krishna Mohan Mishra, learned advocate, Additional Chief Standing Counsel appears on behalf of State. Mr. Lakshmi Kant Mishra, learned advocate appears on behalf of respondent no.2 (the Mandi Parishad). He submits, petitioner is guilty of defrauding his client. Criminal complaint was lodged and FIR registered. Criminal case is pending. Persons have been taken into custody. Mr. Shukla submits, officers of the Parishad have been put in jail. 3. Respondent no.2 says, it has been defrauded. Hence, the notice issued for recovery of the amount. The writ Court will not go into the controversy, of petitioner seeking quashing of the recovery notice and respondent no.2 seeking recovery on it. Mr. Shukla submits, his client has put in representation dated 18th July, 2025 with respondent no.2 in defence and resisting Versus Counsel for Petitioner(s) : Pranjal Shukla Counsel for Respondent(s) : Archit Mandhyan, C.S.C., Lakshmi Kant Mishra M//S Kamdhenu Construction .....Petitioner(s) State of U.P. and Another .....Respondent(s) the notice.
