The prayer sought in the Writ Petition is as under: “It is therefore prayed that this Hon’ble Court may be pleased to issue an appropriate writ, order or direction more particularly one in the nature Writ of Mandamus, declaring the action of the respondents in not paying the admitted bill of Rs.35,73,622/- towards part IV and final bill for the work of strengthening of Primary Health Centres (3No.s) at Thimmapuram Village, Bandi Atmakur Village, Gajulapalli Village under package-KNL13(IV) in Kurnool District vide agreement No.39/2020-21, dated 14.08.2020 entered with the 3^^ respondent as illegal, arbitrary, violative of Article 14 & 19(g) of the Constitution of India and consequently direct the Respondents to forthwith release the payments of above bill amount along with interest and pass such other order or orders as are deemed fit and proper.” 3. The above prayer would indicate that the Respondents have not paid the admitted bill of Rs.35,73,622/- to the Writ Petitioner. No.4 has filed Counter Affidavit, not only on behalf of Respondent No.4 but also on behalf of Respondent Nos.1, 2 & 3. The Counter Affidavit would indicate that the bills were admitted and have been uploaded to the CFMS portal for the Financial Year 2024-2025. 4. The Counter Affidavit does not indicate as to why the liability, which would have been deleted on the CFMS portal after the completion of the Financial Year 2024-25, has not been uploaded for the Financial 2025-26. The Respondent Year 3 Having regard to the fact that the due amounts, as claimed by the Writ Petitioner, are admitted, there shall be a direction to all the Respondents to complete the entire administrative process, both inter-departmen tal and intra-departmental, by way of mutual cooperation and coordination, within a period of sixteen (16) weeks from today and transfer the due amount to the bank account of the Writ Petitioner within four (04) weeks thereafter. 5. 6. Writ Petitioner is directed to submit the bank account details to the concerned Respondents within two weeks from today, for effective compliance.
