Heard learned counsel for the petitioner and learned Standing Counsel for the respondents No.1 to 4. 2. The petitioner by means of the present writ petition has assailed the order dated 31.07.2025 whereby the application of the petitioner for grant of security has been rejected on the ground that several criminal cases have been registered against the petitioner and therefore, the petitioner is not entitled for Police protection. 3. Challenging the aforesaid order, learned counsel for the petitioner has contended that there was ample material on record which shows that there was threat perception to the life of the petitioner and therefore, the finding returned by the respondent No.4-Additional District Magistrate (City), Varanasi while rejecting the application is misconceived. 4. Per contra, learned Standing Counsel would contend that the categorical finding has been recorded by the the respondent No.4-Additional District Magistrate (City), Varanasi that several criminal cases have been registered against the petitioner and therefore, it is not a fit case where the petitioner should be provided security. 5. Be that as it may, the order has elaborately recorded categorical reasons for rejecting the application of the petitioner. Relevant part of the impugned order dated 31.07.2025 reads as under:- उ्व के सम्बन्ध में इस कायार्लय के प्ऴ संख्या-512/जे0ए0-2025 िदनांक 19.07.2025 Versus Counsel for Petitioner(s) : Upendra Upadhyay Counsel for Respondent(s) : C.S.C. Pankaj Chaubey .....Petitioner(s) State Of U.P. And 4 Others .....Respondent(s) के माध्यम से ससमय िनयमानुसार आवश्यक कायर्वाही करने हेतु उनके सतार से अधीनस्थ पुिलस अिधकािरयो को िनदरॏिशत करने का अनुरोध पुिलस आयु्व, किमश्नरेट-वाराणसी महोदय से िकया गया, िजसकी पृ्षोंिकत ्ऺित पुिलस उपायु्व (सुर्षा एवं अिभसूचना), किमश्नरेट-वाराणसी महोदय को भी ्ऺेिषत की गयी, िजसके ्ऺत्यु्तर में सहायक पुिलस आयु्व, अिभसूचना िन० पुिलस आयु्व किमश्नरेट-वाराणसी ्षारा हस्ता्षिरत प्ऴ संख्या- एलआईयू/सुर्षा-िविवध/पं०ची०/2025 िदनांक 31.07.2025 इस कायार्लय को ्ऺाप्त हुआ, िजसके माध्यम से अवगत कराया गया है िक किमश्नरेट सुर्षा सिमित की िदनांक 31.07.2025 को सम्पन्न हुई बैठक में ्शी पंकज चौबे पु्ऴ स्व० चन््शभूषण चौबे, िनवासी सा० 5/159-10-ई, रगरेपुर, पहिडया, थाना लालपुर पाण्डेयपुर, जनपद वाराणसी उपरो्व के जीवन भय पर सम्यक िवचारोपरान्त शासनादेश संख्या-682 पीजीएस०/छः-पु०-2-14- 700(1)/2001 िदनांक 09.05.2014 एवं शासनादेश संख्याः 22/छः-पु०-2-2016- 700(1)/2001 िदनांक 01.01.16 िरट 450/छः-५०-16-21-िरट-25/2021 िदनांक 25.01.2022 में विणत ्ऺािवधानों के अनुसार इन्हें कोई िविश्ि जीवनमय न पाये जाने एवं इनके ऊपर मुकदमें पंजीकृ त होने के कारण इन्हें सुर्षा नही ्ऺद्त कराये जाने का िनणर्य िलया गया है। 6. Since the cogent reasons have been given by the respondent No.4- Additional District Magistrate (City), Varanasi while rejecting the application of the petitioner for grant of security, therefore, we do not find any merit in the writ petition. 7.
