Hemchandra, learned senior counsel assisted by Mr. Juno Rahman, learned counsel appearing for the petitioner, Mr. Shyam Sharma, learned GA appearing for the respondents No. 1-4 & 6-7 and Mr. S. Suresh, learned counsel appearing for the respondent No. 5. [2] In view of the limited prayer made on behalf of the petitioner and as agreed to by all the counsel appearing for the parties, the present writ petition is being disposed of at the motion stage itself. [3] It is the case of the petitioner that by an order dated 31.08.2018 issued by the Commandant, 5th Bn. Manipur Rifles, Khongjaron, the petitioner was retired from KABORA MBAM SAPANA CHANU Digitally signed by KABORAMBAM SAPANA CHANU Date: 2025.09.12 13:51:38 +05'30' service on attaining the age of superannuation w.e.f 31.03.2010. Subsequently, after her retirement from service, the Inspector General of Police (Adm), Government of Manipur wrote a letter dated 18.07.2019 to the Chief Secretary, Government of Manipur for obtaining approval of the Government as well as concurrence of the Finance Department for grant of pensionary benefits to the petitioner retrospectively with effect from the date of her superannuation, i.e. from 01.04.2010. Later on the Inspector General of Police (Adm), Government of Manipur submitted all the necessary documents of the petitioner in connection with the payment of her pensionary and other retirement benefits to the Under Secretary (Pension Cell), Government of Manipur under cover of the letter dated 27.01.2020 and with a request for grant of pensionary and other retirement benefits to the petitioner retrospectively w.e.f 01.04.2010. [4] When the Government did not take up any action with regard to payment of her due pensionary and other retirement benefits w.e.f. the date of her retirement, i.e., 01.04.2010, the petitioner being aggrieved approached the concerned authorities of the State Government by filing a representation dated 06.07.2022. [5] Mr. M. Hemchandra, learned senior counsel appearing for the petitioner submitted that the said representation submitted by the petitioner to the authorities is yet to be considered and dispose of by the authorities. The learned senior counsel accordingly prays for disposing of this writ petition by directing the Administrative Secretary (Home), Government of Manipur and the Director General of Police, Government of Manipur to consider the said representation dated 06.07.2022 submitted by the petitioner on its own merit and strictly in terms of applicable rules/guidelines and to dispose of the same by issuing a speaking order within a stipulated period. [6] Mr. Shyam Sharma, learned GA and Mr. S. Suresh, learned counsel appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by her, they have no objection in disposing of this writ petition as prayed for by the learned senior counsel. [7] Taking into consideration, the submission advanced by the learned counsel appearing for the parties and on perusal of the record, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- 1) The Administrative Secretary (Home), Government of Manipur and the Director General of Police, Manipur are hereby directed to consider the said representation dated 06.07.2022 submitted by the petitioner on its own merit and strictly in terms of the applicable rules/guidelines and to dispose of the same by issuing appropriate order. 2) It is made clear that the whole process should be completed within a period of 3 months from the date of receipt of a certified copy of this order [8] With the aforesaid directions, the present writ petition is disposed of.
