Upon due consideration, we are of the view that the petitioner should file a formal reply before the said authorities and upon such reply being filed within a period of two weeks from date, the authorities are directed to grant opportunity of hearing to the petitioner and pass a reasoned order in accordance with law within a period of six weeks from the date of filing of said reply. 4.
