The instructions have been placed before the Court and as per the instructions, the passport application moved by the petitioner has been closed for the reason that he has failed to submit reply to the show cause notice. 4. In the circumstances, therefore, we are of the view that pending passport application which has been closed, cannot be reopened, however, liberty rests with the petitioner to apply afresh for passport, if so advised. 5. This petition stands consigned to records with aforesaid liberty.
