At the outset, the learned counsel appearing for the petitioners submitted that the petitioners will be satisfied for the time being if the writ petition is disposed by directing the the Secretary (Agriculture), Government of Manipur and the Director of Agriculture, Manipur to consider the representation dated 18.08.2025 submitted by the petitioners on its own merit and strictly in terms of the applicable LUCY GURUM AYUM Digitally signed by LUCY GURUMAYUM Date: 2025.09.03 10:46:20 +05'30' 2 rules/guidelines and to dispose of the same by issuing appropriate orders within a stipulated period. Mrs. L. Monomala, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioners is confined to consideration and disposal of the representation submitted by them, she has no objection in disposing of the writ petition as prayed for by the learned counsel appearing for the petitioners. Taking into consideration the submission advance by the learned counsel appearing for the parties, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Secretary (Agriculture), Government of Manipur and the Director of Agriculture, Manipur are hereby directed to consider the aforesaid representation dated 18.08.2025 submitted by the petitioners on its own merit and strictly in terms of the applicable rules/guidelines (at Annexure A/3) and 3 to dispose of the same by issuing appropriate orders. (ii) The whole exercise should be completed within a period of three months from the date of receipt of certified copy of this order.
