Heard Sri Bisunbablu Mishra, the learned counsel for the petitioner, Sri Ashish Saxena, the learned Standing Counsel appearing on behalf of the State and perused the records. 2. By means of the instant petition filed under Article 226 of the Constitution of India the petitioner has sought issuance of a direction to the District Magistrate, Raebareli for early disposal of his application for issuance of an arms license submitted on 20.07.2023. 3. Rule 13 of Arms Rules, 2016 provides as follows: "13. Time limit for grant of license. - The licensing authority, after considering the application and on being satisfied that the applicant has fulfilled the eligibility conditions, shall grant or refuse to grant a license for permissible category of arms or ammunition specified in category III of Schedule I, to any person by recording in writing the reasons for such grant or refusal, by passing a speaking order, within a period of sixty days of the receipt of the police report: Provided that the licensing authority shall specify, the type of arms and ammunition to be procured by the applicant after assessing the reason and the need for possession of the type of arms and ammunition Versus Counsel for Petitioner(s) : Bisunbablu Mishra Counsel for Respondent(s) : C.S.C. Keeping in view the facts and circumstances of the case, the instant petition is disposed of by issuing a direction to the opposite party no.2/District Magistrate, District Raebareli to dispose of the petitioner's application dated 20.07.2023 for issuance of arms license expeditiously in accordance with law keeping in view the provisions contained in Rule 13 of Arms Rules, 2016.
