When the matter is taken up for admission, the learned Government Pleader for Home has placed on record a copy of the instructions wherein it is stated as follows: There is no need to run the unqualified persons to provide the medical aid to the public in Dakkili and surrounding villages of the people, because the AP Government were established UPHC in the Dakkili to provide the medical Aids to the public Dakkili and surrounding villages and also government established the Health and Wellness Centres for the health care of public of Dakkili and surrounding villages, also the Wellness Centres are having the qualified B.Sc (Nursing) /MLHPs are appointed by the Government of AP for the sake of Public Health Care public Dakkili and surrounding villages. ” The submissions made on behalf of the respondents are that the petitioner is not a qualified person to run the clinic. However he has been 5. running clinic and complaint has been received against the petitioner. The instructions has been received in connection are placed on record. 6.
