In the present case, the petitioner was appointed on 24.09.1998 by the Collector in the respondent department as a Watchman in the Contingency Service on prescribed rates. He has completed 17 years of continuous and satisfactory service. However, till date his services have not been regularized, whereas several similarly situated co-employees working on the same post have been regularized on completion of ten years of service. 2. It is further pleaded that the State Government/General Administration Department, has issued a circular dated 05.03.2008 with regard to regularization of daily wage employees who were appointed between 01.01.1989 and 31.12.1997. Despite the said circular, the case of the petitioner has not been considered, though the cases of several co- employees working on the same post have been considered. 3. Taking into consideration the issue involved in the case, at this juncture, the writ petition is disposed of with a direction to the competent authority to consider the case of the petitioner for regularization in accordance with the circular dated 05.03.2008. 4. Accordingly, the concerned competent authority is directed to examine the case of the petitioner for regularization strictly in terms of the circular dated 05.03.2008 and to pass a reasoned and speaking order thereon within a period of four months from the date of receipt of a certified copy of this order. 3 5. It is made clear that this Court has not expressed any opinion on the merits of the case. The authority shall consider the claim of the petitioner strictly in accordance. 6.
