The petitioners are before this Court seeking for the following reliefs:- Wherefore the above named petitioners most humbly prays that this Hon'ble Court be pleased to:- a) Writ of mandamus directing 2nd respondent to dispose of the dispute as early as possible which is pending before 2nd respondent authority bearing No.JRM/DID/C- 7/section-70/05/2023-24 vide Annexure 'B'. - 4 - NC: 2025:KHC:17136 WP No. 6688 of 2025 b) Pass such other order/s as this Hon'ble Court deems fit in the facts and circumstances of the case, in the interest of justice and equity. 2. The grievance of the petitioners is that the application filed by the petitioners under Section 71(3) of the Karnataka Co- operative Societies Act, 1959 in the year 2023 which was required to be disposed of within 12 months is still pending, and necessary orders have not been passed by the second respondent. 3. In that view of the matter, I am of the considered opinion that a direction would have to be issued to second respondent to dispose of the said application as expeditiously as possible. Since the time period has already lapsed. 4. There being several matters which are coming up before this Court as regards the delay in disposal of matters. I am of the considered opinion that General direction would also have to be issued. 5. In that view of the matter, the Additional Chief Secretary, Department of Co-operative affairs and the Registrar of Co- - 5 - NC: 2025:KHC:17136 WP No. 6688 of 2025 operative Societies in assistance with the Principal Secretary, E-Governance Department are directed to set up a dashboard which will be accessible to all Officers concerned giving the details of the filing of the applications before the concerned Quasi Judicial Officers as also the Administrative Officer of the Co-operative Department indicating the timelines taken in disposal of the said matters, correlated with the provisions of the Karnataka Co-operative Societies Act, 1959, so as to ascertain where and when the delay has occurred and who is responsible for the delay so that necessary action could be taken. A detailed project report to be submitted before this Court in six weeks time from now. In view of the above, I pass the following:- ORDER a) A mandamus issued to respondent No.2 and is directed to dispose of the dispute as expeditiously as possible preferably within a period of two months from date of receipt of a copy of this order. - 6 - NC: 2025:KHC:17136 WP No. 6688 of 2025 b) Though the above petition is disposed of, in order to enable the learned Additional Government Advocate to file compliance report with the General directions, re-list on 24.06.2025.
