Heard learned counsel appearing on behalf of the parties. 2. This petition has been filed by the petitioner with the following main prayer:- "i. Issue a writ, order or direction in the nature of certiorari thereby quashing of the impugned recovery citation dated 24.10.2025 issued by the opposite party no. 4 (contained as Annexure No.1 to the writ petition), in the interest of justice. ii. Issue a writ, order or direction in the nature of mandamus thereby commanding and directing to the opposite parties not to take any coercive action against the petitioner in pursuance to impugned recovery citation dated 24.10.2025 issued by the opposite party no.4...." 3. Learned counsel appearing on behalf of the respondent has fairly submitted that the final assessment order has not been passed against the petitioner. 4. In light of the same, the principles of natural justice have been violated. 5. Accordingly, the impugned order is quashed and set aside with a direction upon the respondent no. 2 to grant an opportunity of hearing to Versus Counsel for Petitioner(s) : O.P. Tiwari Counsel for Respondent(s) : C.S.C., Aprajita Bansal Safkkat Ali .....Petitioner(s) State Of U.P. Thru. Prin. Secy. Energy Deptt. Lko And 3 Others .....Respondent(s) the petitioner and thereafter pass the final assessment order after hearing the petitioner personally. 6.
