Narayan Konwar, IAS, the Commissioner & Secretary to the Government of Assam, Elementary Education as respondent No. 3 in the connected contempt petition since he is the new incumbent holding the said post. The learned counsel submits that the impleadment is necessary for effective compliance of the Court’s directions.
