The petitioner by filing this public interest litigation seeks for a direction upon the respondent authorities to consider his representation and enroll the persons belonging to the marginal section of the community in the relevant official website so that they will be entitled to financial assistance in terms of welfare schemes which have put in place either by the Central Government or the State Government. The petitioner is also one of such persons who stated to be belonged to the deprived class. 3. Written instruction has been given by the Block Development Officer, Joynagar-I, South 24-Parganas, being the respondent No.3 which has been placed before this court by the learned Advocate General appearing for the respondent-State. From the said report it is seen that the Government of West Bengal has commenced a programme, namely, ‘Banglar 2 Bari(Gramin)’ for providing financial assistance to the poor villagers for construction of their pucca house based upon the survey list 2022 (PWL + Sanction) and the names of the beneficiaries listed were only come under purview of consideration and inspection survey. As could be seen from the annexures to the written instruction Block Development Officer, Joynagar-I, South 24-Parganas has forwarded a list of 17 persons to the Deputy Secretary, South 24-Parganas Zilla Parishad, on 18th November, 2024, and subsequently, by another communication dated 9th April, 2025, names of 21 persons have been forwarded. It is not in dispute that the name of the petitioner also finds place in the list of names appended to the Memo dated 18th November, 2024. Thus, it appears that action has been taken pursuant to the representation to the Block Development Officer, Joynagar-I, South 24- Parganas, which ensure that the benefit of the relevant financial assistance scheme should reach to the enlisted persons. In the event, if any other persons’ name is inadvertently missed out during the enquiry, liberty is granted to the petitioner to collect such names with all the eligibility credentials and submit those names by appearing in-person to the office of the Block Development Officer, Joynagar-I, South 24- Parganas, along with those persons who claim that their names have not been included in the list of beneficiaries and on receipt of the same the Block 3 Development Officer, Joynagar-I, South 24-Parganas, shall enquire into the credentials of the claim and proceed to take action in accordance with law. 4.
