1. Instant civil writ petition under Article 226 of the Constitution of India, feeling aggrieved by not offering appointment to him on the post of Yoga Instructor at Ayushman Arogya Mandir, Village Talawa, Tehsil Virat Nagar, Jaipur, rather offering appointment to private respondent No.4 Shri Avtar Singh in violation to the guidelines framed by the Government in that respect.
2. It has been pointed out that private respondent No.4 Avtar Singh do not belong to the village Talawa, yet he has been given priority over the petitioner.
3. This Court finds that the guidelines have no mandatory binding force upon the Government and there is no legal and vested right of petitioner to consider his candidature on the basis of such guidelines.
