The present petition has been filed with the following prayer:- "i. To issue a writ, order or direction in the nature of Mandamus commanding the Opposite parties to review the seal cover promotion of the petitioner in the light of the observation made by Hon'ble Supreme Court in Harsh Kumar Sharma IFS v/s State of Punjab and anothers to review and open the seal cover in petitioners promotion, in the interest of justice." Contention of the learned counsel for the petitioner is that the opposite party may review the seal cover promotion of the petitioner in the light of rules and regulations and as per settled proposition of law. Learned counsel appearing for the respondents have no objection. The petitioner is given liberty to move his claim before the respondent no. 2 for reviewing the seal cover promotion within fifteen days and if such claim is raised, the opposite party no. 2 shall consider and decide the same within further period of six weeks in accordance with rules and regulations, as well as settled proposition of law, with speaking and reasoned order.
