The petitioner is before this court seeking for the following reliefs; "a) Direct the Respondents to provide the certified copy of the order in Petition No. JRB/MD/97 OF 2009-10, passed by the Respondent. b) Grant such other reliefs as the facts and circumstances of the case may deem fit, in the interest of justice and equity." 2. The grievance of the petitioner is that despite several applications having been made by the petitioner for certified copy of the order in petition No.JRB/MD/97/2009-10, the same has not been furnished and as such the petitioner has been constrained to approach this Court seeking for the aforesaid relief. When the matter was taken up on 21.03.2025, learned AGA was directed to secure instruction and make a submission as regards the availability of the order and by when the same could be furnished. - 3 - NC: 2025:KHC:14386 WP No. 6884 of 2025 3. The Learned AGA was also directed to secure instruction as to whether the orders and other proceedings where Quasi-Judicial Powers are exercised under Karnataka Cooperative Societies Act, 1959 have been digitized or not. 4. Today learned AGA submits on instructions that the document is misplaced. There are efforts being made to trace the same, given 3 weeks time certified copy would be furnished to the petitioner. 5. Insofar as digitization is concerned, he submits that none of the orders and or proceedings passed by officer while exercising Quasi-Judicial Authority under Karnataka Cooperative Societies Act, 1959 has been digitized. If that be so, it would be required now that all those proceedings are digitized and made available to all the parties by uploading the same onto a website maintained by the Registrar of Cooperative Societies in similar manner as done by the Revenue Department by establishing the Revenue Court Case Management System. - 4 - NC: 2025:KHC:14386 WP No. 6884 of 2025 6. The Principal Secretary Cooperative Department, the Registrar of Cooperative Societies and the Principal Secretary, E-Governance Department are directed to formulate a similar system as that implemented by the Revenue Department in respect of all the Quasi-Judicial Authorities under Karnataka Cooperative Societies Act, 1959, set up a website where the daily proceedings are uploaded on a real time basis and make available to the citizen and the concerned counsel appearing in the matter for easy access. In the above circumstance, I pass the following; O R D E R (i) Writ petition is allowed. (ii) A Mandamus is issued directing the respondents to issue the certified copy within three weeks from now. (iii) Though the above petition is disposed, re-list on 25.04.2025 to enable the Principal Secretary Cooperative Department to file necessary affidavit - 5 - NC: 2025:KHC:14386 WP No. 6884 of 2025 regarding compliance with the above directions.
