At the outset, the learned counsel appearing for the petitioner, submitted that the petitioner will be satisfied if the present writ petition is disposed of by directing the Special Secretary (DP), Government of Manipur to consider the representation submitted on 03.12.2024 by the petitioner on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order within a stipulated period. Mr. H. Debendra, learned Dy. Considering the submission advanced by the learned counsel appearing on behalf of the parties and on perusal of the record, this Court is satisfied that interest of justice will be served by issuing the following directions:- (i) The Special Secretary (DP), Government of Manipur, is hereby directed to consider the said representation submitted by the petitioner on 03.12.2024 on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing appropriate order. (ii) It is made clear that the whole exercise should be completed within a period of 2(two) weeks from the date of receipt of a certificate copy of this order.
