Heard learned counsel for petitioner and learned State Counsel for opposite parties. 2. Petition has been filed seeking mainly the following relief:- "I. Issue a writ, direction or order in the nature of Mandamus commanding the opposite parties particularly the opposite party No.1 to make promotion of the petitioner on the post of Deputy Superintendent of Police, Senior Pay scale 15,600 - 39,100/-, Grade Pay Rs.6600/-, Revised Pay Matrix Pay Level-II Rs.67,700- 2,08,700/- w.e.f. 10.2.2021 in place of 8.8.2025, the date, when similarly situated persons were promoted, along with all consequential service benefits including payment of arrears to the petitioner." 3. Since considering petitioner's grievance would entail factual aspects, liberty is granted to petitioner to file fresh representation before opposite party no.1 i.e. State of U.P. through the Principal Secretary, Department of Home, Civil Secretariat, Lok Bhawan, Lucknow - or any other competent authority who shall consider and decide the same within a period of eight weeks from the date of receipt of fresh representation along with a certified copy of this order. 4.
