JUSTICE AHANTHEM BIMOL SINGH 20.08.2025 [1] Heard Mr. N. Jotendro, learned senior counsel assisted by Md. Abdul Baqee Khan, learned counsel appearing for the petitioners, Mr. Th. Vashum, learned GA appearing for the respondents No. 1 & 2 and Mr. Y. Nirmolchand, learned senior counsel assisted by Mr. Rohan, learned counsel appearing for the respondent No. 3. In view of the limited prayer made on behalf of the petitioners and as agreed to by all the counsels appearing for the parties, the present writ petition is being disposed of at the motion stage itself. [2] At the outset, the learned counsel appearing for the petitioners submitted that the petitioners will be satisfied for the time being if the present writ petition is disposed of by directing the Secretary, Council of Higher Secondary Education, Manipur, respondent No. 3 herein to consider the representations (4 in number) all dated 04.08.2025 submitted by the petitioners on its own merit and strictly in terms of the applicable rules and guidelines and to dispose of the same by issuing a speaking order within a stipulated period. Nirmolchand, learned senior counsel representing the Council of Higher Secondary Education, Manipur fairly submitted that as the prayer made on behalf of the petitioners is confined to the consideration and disposal of the representations submitted by them, he has no objection in disposing of the present writ petition as prayed for by the learned senior counsel appearing for the petitioners. [4] Considering the submission made by the learned senior counsel appearing for the parties, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- (1) The Secretary, Council of Higher Secondary Education, Manipur (COHSEM) is hereby directed to consider the representations (4 in number) all dated 04.08.2025 submitted by the petitioners on its own merit and strictly in terms of the applicable rules and guidelines and to dispose of the same by issuing a speaking order. (2) It is made clear that the whole process should be completed within a period of 2 (two) months from the date of receipt of a certified copy of this order.
