This Court has perused the Impugned Notice dated -Nil- (Ex.P.1) issued by the Panchayat Secretary, Padmavathipuram Grama Panchayat, Tirupati Rural addressed to the Writ Petitioner herein. The said Impugned Notice would indicate that one Smt. K. Nagalakshmi had addressed a Letter to the Official Respondents stating that they have never alienated the property in favour of the Writ Petitioner either by way of Agreement nor have they registered such property. It is also stated that the Writ Petitioner has created fake documents and submitted those documents to the Panchayat for the purpose of payment of House Taxes. 3. In the present case, it appears to this Court that there is a civil dispute as regards the title to the property between the Writ Petitioner and one Smt. Naga Lakshmi (Respondent No.4 herein). In this view of the matter, the public law remedy, which is sought by the Writ Petitioner to direct the Respondents not to cancel the House Tax Receipts cannot be granted inasmuch as the fact finding will firstly have to be done by the appropriate Forum. Therefore, this Court is not inclined to entertain the present Writ Petition as the dispute between the Writ Petitioner and the Respondent No.4 is purely private in nature. 4. Accordingly, this Writ Petition stands dismissed. No order as to costs. 3 5.
