Mr. Vinod Nautiyal, learned counsel for the petitioner. 2. Mr. Lalit Sharma and Mr. Manoj Kumar learned Standing Counsel for the Union of India. 3. In the instant writ petition, petitioner has prayed for the following reliefs: “To issue a writ, order or direction in the nature of Mandamus commanding the respondents to permit the petitioner to join her service after completing her B.Tech Degree, from College of Technology, GBPUAT University, Pant Nagar and that after giving joining permit the education leave without pay for a period the petitioner is pursuing her B. Tech. Degree”. 4. Petitioner has been offered appointment under the Dying in Harness Rules on compassionate ground on 17.12.2024 but petitioner did not report her joining. The grievance of the petitioner is that petitioner is pursuing her B. Tech Degree from G.B. Pant University, therefore, her appointment order dated 17.12.2024 be put on hold. 5. Since admittedly, petitioner is not reporting her joining pursuant to the offer of appointment dated 17.12.2024, therefore, petitioner is directed to report her joining pursuant to appointment order dated 17.12.2024 within 48 hours before the authority concerned. After furnishing her joining, she can move an application for study leave before the Authority concerned and if such an application is moved, the respondent authorities shall decide the same within a week from the date of receipt of the application, in accordance with law. 6.
