In the instant contempt petition, the petitioners have alleged violation of order dated 23.03.2004 passed in SWP No. 564-A/2004, wherein as an interim measure, the official respondents came to be directed not to regularize the private respondent nos. 4 to 17 on the promotion post as also not to release the grade in their favour of the said promotion post, with a further direction that the promotion made in respect of the private respondents shall not be extended. 2. Statement of facts has been filed by the respondents, wherein it is being stated that the order, violation of which, is alleged has not been flouted and that the orders dated 06.06.2006 and 27.04.2007 issued by the respondents pertaining to the private respondents and others essentially are the orders of transfer and posting and not the orders of promotion or the release of grade of the promotion post in their favour. 3. Perusal of the record available on the file, seemingly, endorses the stand taken by the respondents/ contemnors pleaded in the statement of facts, manifestly signifying that the respondents/ contemnors have not promoted the private respondent nos. 4 to 17 in violation of the order passed by this Court dated 23.03.2004.
