The writ petition concerns the petitioner’s application for the post of Assistant Professor (Discipline of Economics, University School of Management and Entrepreneurship) at respondent No. 2 – Delhi Technology University [“University”], for which he applied under the Other Backward Class [“OBC”] category. 2. The petitioner was placed in a list of eligible candidates published on 21.02.2025 with the remarks “subject to submission of OBC(NCL) certificate for FY 2024-25”. 3. The petitioner, by a communication dated 04.03.2025, furnished an OBC (NCL) Certificate issued by the Office of the District Magistrate, North-West, dated 22.01.2025. The petitioner has pleaded in the writ petition that he was orally informed that his Certificate was found defective because a wrong certificate number was referred to while mentioning an earlier certificate dated 27.04.2010 issued in his favour. In the certificate dated 22.01.2025, the earlier certificate has been mentioned as “Certificate No. 9531010906”, whereas the Certificate actually bears the No. “9531040906.”

Mr. Attin Shankar Rastogi, learned counsel for the petitioner, submits that the petitioner had submitted a valid certificate for the year 2024-25, as required by the notification dated 21.02.2025, and ought not to be penalised for a minor typographical error at the end of the District Magistrate’s Office. 5. Pursuant to the order dated 05.05.2025, Ms. Avnish Ahlawat, learned Standing Counsel, appears for both the respondents i.e., University and Government of National Capital Territory of Delhi.
She submits that if the petitioner produces the requisite documents for the year 2024-2025, the office of District Magistrate, District North-West, will issue a corrected OBC (NCL) certificate for the said year. Ms. Ahlawat further submits that, subject to production of the corrected certificate, the petitioner will be called for an interview by the University, and allowed to participate in the recruitment process. 6. Having regard to this submission, the writ petition, along with the pending application, is disposed of with the following directions. (a) The petitioner will appear before the concerned Sub-Divisional Magistrate tomorrow i.e., 08.05.2025 at 11:30 a.m., with the required documents for correction of the OBC(NCL) certificate This is a digitally signed order. Ms. Ahlawat states that two corrections required are: (i) correction of the certificate number of the earlier OBC(NCL) certificate dated 27.04.2010; and (ii) a clarification that the certificate is valid for the financial year 2024-2025. (b) The Sub-Divisional Magistrate is directed to issue the rectified certificate by Friday, i.e. 09.05.2025, subject to the required documents being produced by the petitioner. If any further documents are to be produced, the petitioner will be informed tomorrow, so that the documents can be produced by the petitioner in time. (c) The rectified certificate will be furnished to the University and to Mrs. Ahlawat by Tuesday, i.e., 13.05.2025. The University will thereafter fix a date and time for the petitioner’s interview. 7. A copy of this order be given dasti under the signature of the Court Master.
