In view of above facts and circumstances and considering the prayer made by petitioner, I deem it just and proper to dispose of this writ petition with direction to the petitioner to file a comprehensive representation along with relevant documents before the District Collector. If any representation is filed by the petitioner within a period of two weeks from today, District Collector is directed to take the same into consideration and pass a reasoned order within a period of three months from receiving of the fresh representation along with certified copy of this order.
